1.            Purpose of the report and policy context

 

1.1         To note and approve the publication of the Parking Annual Report April 2022 to March 2023 on the performance of Parking Services for general publication under the provisions of the Traffic Management Act 2004

 

2.            Recommendations

 

2.1         That Committee approves the publication of the Parking Annual Report for 2022-23 under the provisions of the Traffic Management Act 2004

 

2.2         That Committee authorises the Head of Parking Services to produce and publish the public report, which will be made available on the Council’s website.

 

3.            Context and background information

 

3.1         All Parking Annual Reports are available to view on the council website. This report contains a review on what has happened within the City Council’s Parking Services over the 22-23 financial year and includes an overview of the financial accounts in accordance with legislation.

 

3.2      The 2022-23 report includes headline information such as;

An increase in the number of on street Penalty Charge Notices issued from 142,320 to146,180 as well as an increase from 2,991 to 3,028 in suspension applications processed. However, there has been a reduction in the number of bus lane Penalty Charge Notices issued.

 

3.3      Information about Blue Badge enforcement with:

179 Community Resolutions for blue badge misuse

52  Court Prosecutions for blue badge misuse

267 Blue Badges retained by enforcement officers.

 

3.4     Information about the new Social Value performance indicators in the new parking enforcement contract and the work of Civil Enforcement Officers in the community.

 

3.5      Information about the ongoing expansion of the public electric vehicle charging infrastructure as well as the increased use of the charging network.

 

3.6      Financial data on the performance of the on-street parking account which is summarised in the table below.

4.        Analysis and consideration of alternative options

 

4.1         No alternatives considered. It is a statutory requirement to produce a Parking Annual Report

 

5.       Community engagement and consultation

 

5.1         The publication of the Parking Annual Report 2021-22 is being used as an opportunity to inform and engage with the public and stakeholders on a range of parking issues

 

6.       Conclusion

 

6.1           The Parking Annual Report provides the public and stakeholders with         information on the performance and aims and objectives of Parking Services and to meet the Council’s legal obligations under the Traffic Management Act 2004

 

7.      Financial implications

 

7.1         The costs associated with the production and publication of the Parking   Annual Report are funded from existing revenue budgets within the city’s Transport service. Financial information relating to the council’s parking services are included within the Parking Annual Report

8.        Legal implications

 

8.1         The Council is required by statutory guidance issued by the Department for Transport under Section 87 of the Traffic Management Act 2004 to produce and publish an annual report detailing financial and statistical information on its civil parking enforcement regime.

 

8.2         Under Section 55 of the Road Traffic Regulation Act 1984 (Section 55) a local authority may only apply surplus income received from parking charges and penalty charges to specific purposes. The surplus income has to be applied first to the provision of off-street parking facilities and repayments of deficits to central funding. Once those requirements have been met, the use of surplus income is confined to the provision of public passenger transport services, highway or road maintenance, safety and improvement projects, environmental improvements or other purposes for which a prescribed authority may lawfully incur expenditure.

9.         Equalities implications

 

9.1         Subject to approval, a fully accessible version of the Parking Annual Report will be published on the council's website. The report includes information about tackling blue badge misuse and other topics that may be of interested to blue badge holders.

 

 

10.         Sustainability implications

 

10.1      The report highlights ongoing work to install electric vehicle chargepoints and other initiatives to reduce carbon emissions and improve air quality.
